Rover access to higher-level processing

Will the rovers ever return to Earth or have access at any point to any central "facilities" that are outfitted with more analysis or processing equipment, or is the solution scope restricted to payloads that perform all processing/analysis independently on board the rover?

Typically, science data processing is done on the ground. Onboard processing is performed only when the data volume exceeds available downlink bandwidth and/or data storage capabilities on the spacecraft. If the data volume of your payload exceeds downlink capabilities then the computational resources needed for onboard processing would need to be included. Please note that the instruments would not come back to earth.
