Please clarify the requirements / motivation

Hello,

The Challenge requirements "asks" for a very high-level survey of existing open-source technologies and possibly how they fit together. There is no emphasis on a technological solution.
I was hoping to understand better what is the end goal, as I am sure such a survey can be accomplished internally by a professional software architect.
- What would you consider a good proposal? and why?
- And please confirm the scope of the solution, "Open-source technological survey" or maybe more than that?

1) What would you consider a good proposal? and why?
This space is evolving very rapidly, with a lot of research, new open source projects, and new companies popping up all the time. A good proposal is one that is able to:
a) uncover the landscape of open source projects that are our there, and organize them into some kind of "stack" (present some kind of categorization)
b) evaluate the quality of each project, or alternatively, propose evaluation methods/criteria for each component
c) propose how the pieces/projects might fit together, their existing compatibility with one another, and what might be missing for have a "voice stack" solution

2) And please confirm the scope of the solution, "Open-source technological survey" or maybe more than that?
The scope is primarily a technological survey and evaluation. There doesn't need to be any building involved unless that helps with evaluation.
