Drones are used in natural disasters but not in urban settings. They could be very useful in stressful situations where people can't think clearly. Emergencies, like fires don't require as much problem solving as just catching the even in time. A drone could put out a fire. Having it be located above for example fire extinguisher could help those who don't know what to do. This might also be useful in private homes where it might be difficult to drag fire extinguisher to where it is needed.
