Submissions including third-party technology

Paragraph 7 of the Challenge-Specific Agreement ( states:
Submissions must NOT contain or include ideas, concepts, solutions or technology in respect of which a third party owns or controls the intellectual property.

Since this challenge is a call for ideas and not specifically the buildout of the solution technology, can innovators suggest the use of existing third-party technology which has published application programming interfaces (APIs)?

Thanks for the question! You are welcome to suggest third-party technology - our only request is that the APIs or other technology be somehow accessible (either via open source or licensing), so that there is a viable path forward for implementing the solution.

If it should not contain idea than what should it contain
