Update to GoFly Fly Off Expectations and Reminders

GoFly has added information to the "GoFly Fly Off Expectations and Reminders" document. The changes are:

• Added an example alternative means of reserves demonstration
• Added outline for Fly Off Planning Review (FPR) submittal
• Other minor phrasing or wording changes
